Zahid Jamil is a Senior Partner at Jamil & Jamil. He practices in Dubai, in Pakistan as a Supreme Court attorney, and in the District of Columbia Court of Appeals as a Special Legal Consultant. He served as a Special Prosecutor and as Special Legal Consultant to the Federal Bureau of Investigation for a period of seven years. Mr. Jamil currently serves as an advisor to Dubai Customs on legal, policy, strategic and operational matters. Mr. Jamil is a leading policy and strategic counsel specializing in technology law, corporate and commercial law, cybersecurity, cybercrime, anti-money laundering and sanctions. He is also a Harvard-certified cybersecurity expert. He has extensive experience advising governments, international organizations, and global technology companies on legal, policy, and strategic matters including issues relating to cybersecurity and cybercrime. He also advises on national security-related policy in the Middle East and has also advised the U.S. Department of Justice in relation to criminal proceedings. As an expert for the Council of Europe Mr. Jamil has drafted and advised on legislative and regulatory frameworks relating to cybercrime, electronic evidence, and national cybersecurity policies in over 45 countries. Mr. Jamil also recently drafted the new draft ECOWAS Directive on Cybercrime for the ECOWAS Commission. Through his work with the Council of Europe, U.S. Commercial Law Development Program (CLDP), Commonwealth Secretariat, Expertise France, GIZ, UNDP and EUCN, he has designed and delivered training programs for judges, prosecutors, law enforcement, and government officials on cybercrime, electronic evidence, and cyber diplomacy. He has also drafted or adapted judicial manuals for multiple jurisdictions. He has also advised the Ukrainian government on the crime of aggression, its intersection with cybercrime, and the use of open-source electronic evidence in international criminal proceedings against Russia. As part of this work, Mr. Jamil has drafted a study on International Standards on Cybercrime and Crime of Aggression. Mr. Jamil has advised leading global technology companies including Meta, Google, Amazon Web Services, TikTok, and Netflix on complex legal, regulatory, policy and strategy issues. He is the former Founding Chair of the Global Forum for Cyber Expertise (GFCE) Working Group on Cybercrime, a member of the International Association of Prosecutors’ Global Prosecutors E-Crime Network, and has held leadership roles within ICANN.
